One of the best places where you can farm Ice Organ early is the Frostbound Mountains as this location is inhabited by several Ice Pals.
After you progress through the game, you will find that the Astral Mountains are another good option for Ice Organs if you can handle the Pals there.
It is recommended to use a Fire Pal to avoid dying from the cold and certain Pals such as Faleris have Partner Skills that cause Ice Pals to drop more materials, thus giving you more Ice Organs.

Ice Organs are used with almost everything related to the cold, whether this is offensive or defensive as there are multiple things you can craft.
One of the main uses for Ice Organs is to make cold resistant armor, which comes in different types since there are different tiers of armor.
Another use for Ice Organs is to make Ice Grenades, which are great for disabling enemies that you intend to attack or capture.
