Someone is up to no good as a box of teddy bears have been rigged with explosives and this would be such a cruel act if the toys were distributed.
You may stumble upon these toys yourself or may find evidence of what is happening early on, which leads to you confronting the saboteur.
This leads to a thicker plot and it is up to you to put a stop to whoever has endangered the refugees before more explosives are donated.
How To Get Investigate The Suspicious Toys Quest?
There are multiple ways for the quest to be triggered, which will include finding a Blackmail Letter or finding the crate of toys with explosives in them.
The easiest way to go about this quest would be to start by heading to Arfur, who is having a confrontation outside of his mansion.
Gaining access to the basement will end with you finding a Blackmail Letter in a heavy chest, allowing you to inform Manip Nestor about the explosives.
Another way to start the quest would be to gain access to the Requisitioned Barn, where you discover the explosives and may also report this to Manip Nestor.
If the explosives go off, Manip Nestor will head towards the area and ask you about it, which later leads to the quest being started as well.
Investigate The Suspicious Toys Walkthrough
The key to proceeding with the investigation relies on you finding the Blackmail Letter, which mainly requires you to head into Arfur’s Mansion and enter his basement.
Collect the Blackmail Letter from the Heavy Chest, which contains a message instructing Arfur to place the explosives in the teddy bears.
This will be enough information for you to confront Arfur as heading back to Manip Nestor will not be of any use from here on.
Another way for the quest to be started is if you head to the Requisitioned Barn and discover the explosives, which leads to you looking for clues. (This leads you to Arfur as well)
Arfur will be at the Sharess’ Caress, which can be found in Wyrm’s Crossing, but you will need to make your way past the Southern Span Checkpoint.
You will find him watching Queen Rhol dancing in one of the rooms and may speak to him to get him to convince, which reveals someone was putting him up to the task.
Arfur will give you the location of his supplier, which is at Felogyr’s Fireworks, and this is located in the Lower City.
If you speak to Avery Sonshal, you will discover that he also has a tadpole in his head and this can lead you to get a free sample of his goods for Gortash, which are Explosives.
Your previous encounter with Arfur may result in you learning about the password, which is “Uncle Felogyr sent me” and this grants you access to the second floor.
You will however need to make your way to the third floor as this is where the explosives are being made by Banites.
You will need to get past Clerk Tamara and Feloguard Maeve, which can be done by sneaking, using Invisibility, and other means.
Eventually, you will have to fight everyone in the building after reaching the third floor since you need to defeat all of the Banites upstairs. (This may cause a Steel Watcher and Fists to join)
A good way to defeat everyone would be to make use of the fireworks in the building and using a Fire Elemental or other summons can do this easily.
If anyone is left, you can send your whole party in to finish the job, which will complete the quest once everyone has been defeated.
Felogyr’s Fireworks Location
Felogyr’s Fireworks is located near the Heapside Strand and you can find it to the east of the waypoint. (Look for the quest marker)
There won’t be a name on the map, so you will have to rely on the quest marker itself to find the building that you need to enter.

Progressing with this quest allows you to explore certain areas and is one way that allows you to reach the Lower City since Arfur provides you with a pass.
