Not all Pals will drop Horns when they are defeated, which makes it important to target specific ones if you need to get your hands on this material.
How To Get Horns?
1) Defeating Pals
You will often find that Horns drop from creatures that have any type of horns visibly on their head, which include Pals that walk on two or four legs.
A good source of Horns during the earlier parts of your journey would be from Eikthyrdeer as you can find a lot of them out in the open.
Other Pals will be encountered as you explore Palpagos Island and some of them are good options for farming Horn when you need this material.
2) Purchasing Horn From Wandering Merchant
Farming Horns from Pals can sometimes take up a lot of time since you will have to wander and search for them before you can attack and defeat them.
Another option is to buy Horns from Wandering Merchants and they can be found in different settlements around Palpagos Island.
Each Horn will cost you 300 Gold, which may be a little cheap once you have already progressed and have obtained a good amount of Gold.
