The Anointed By Splendor condition (also known as a buff) is one of the most useful buffs to easily obtain and keep once you reach Act III and are in the Lower City.
This provides your character with a boost when it comes to Saving Throws, which is a good way to keep them safe from harm.
This effect lasts permanently unless you decide to head to the basement of the Stormshore Tabernacle and steal from the Offerings Chests found below.
Stormshore Tabernacle Location
The Stormshore Tabernacle can be found northwest of the Basilisk Gate and you may enter to interact with almost any of the statues to get the Anointed in Splendor condition.
How To Get Anointed in Splendor Buff?
To gain the Anointed in Splendor condition, you will need to bring a character to one of the statues found in the Stormshore Tabernacle.
Have them interact with the statue and choose the option to make an offering to a god as the choice does not alter anything and you will always get the same condition.
This allows you to choose an item, which would easily be Gold or any number of items that add up to a certain amount of Gold. (The amount you need to meet depends on your level)
Once the god you are paying an offering to pleases, you may select the option to beseech a blessing, which will permanently grant you the Anointed in Splendor buff.
Offering Bug
Currently, there seems to be a bug where nothing happens when you try to offer one or more items, including Gold as there is a problem with the stacking.
A good way to bypass this would be to put the items or Gold in a single bag and offer the bag instead, which will have the same value depending on what is inside of it.
This is a way to completely bypass having to give anything as the bag will remain in your inventory and you can do this for all of your characters.
How To Take Back Your Offerings?
The offerings that you give to the statues will be stored in chests found below the Stormshore Tabernacle and they won’t be locked.
However, stealing back the items and even the loot found in the chests will cause you to lose the Anointed in Splendor buff as well as be punished for your actions.
There is however a way to take your items back without any consequences, which would be destroying the chests and picking up the dropped items.

Verdict
Resorting to the bag method is a good way for you to get all your characters to easily have the Anointed in Splendor buff without having to lose value.
Since the amount that you need to reach the value of your offerings is based on your level, you can respect Withers before making an offering to the statues.
Attempting to take back the offerings that you have given will result in you losing the Anointed in Splendor buff and instead, you will be cursed with Castigated by Divinity.
