Hoocrates is a Dark Pal that can be a great starting Pal as well as an addition to a party that has other Dark Pals in it.
While this Pal does not have much to offer at a base other than gathering and helping out by barely defending it, Hoocrates is more helpful at a party.
Capturing this Dark Pal will require hunting at night as this Pal is nocturnal and quite evasive when it senses a threat.

Hoocrates is a nocturnal Pal and may only be found in the wild during the night as it will not spawn during the day.

Hoocrates Uses
When at a base, Hoocrates will often wait around until a Plantation is ready to be harvested, which it will do on its own or if assigned to a specific Plantation.
Once Hoocrates has gained enough levels, it will be able to use more attacks and most of these will be Dark and Neutral attacks.
Having Hoocrates in your party (not summoned) will be beneficial for any other Dark Pals that you have in your party as it boosts their attack.
Partner Skill
Hoocrates boosts the attacks of other Dark Pals in your party with its Dark Knowledge Partner Skill, which remains active as long as it is within your party.
This provides any Dark Pals that you have with additional damage regardless of what element they use as long as they are a Dark Pal. (Mixed Pals included)
Dark Knowledge is a great Partner Skill if you have one or more additional Pals that have the Dark element as this can provide you with more damage done in a fight.
Work Suitability
Hoocrates does not offer much but can still help you out with Plantations at your base if no other Pals are around to collect crops from them.

Verdict
While Hoocrates may not be a late-game Pal, you can always keep one in your party to boost any other Dark Pals that you plan on using.
Hoocrates can be left at your base to gather from Plantations if you have no other Pals to do this and aside from collecting from them, it will also defend your base if possible.
The bonus damage from Hoocrate’s Partner Skill stacks with other bonuses that your other Pals have and can be a great addition for a higher damage output.
