The Apothecary’s Cellar is one of the locations you can find under the Blighted Village, which is tied to the Search the Cellar and Unlock the Ancient Tome quests.

How To Reach The Apothecary’s Cellar?

Interacting with the Ornate Mirror will allow you to gain access to the Apothecary’s Cellar, but you will need to answer questions before you enter.

Choosing the right dialogue will allow you to get passed the mirror but doing an Intimidation or Strength Check will allow you to skip the questions.

The Apothecary’s Cellar may be accessed through the Apothecary Building, which has a hatch that leads down to the small room mentioned earlier.
