Exploring one of the coldest places on Palpagos Island will allow you to encounter Sibelyx, an Ice Pal that is valued for the material it produces.
This Ice Pal seems to be skittish like some of the other Pals as it will flee the moment it notices you but will retaliate if you attack it.
With a vast arsenal of Ice Attacks, this Pal can be a great ally to have in a fight or may stay at your base to offer certain benefits.
Sibelyx Location
Sibelyx can be found roaming around the Astral Mountains and they will often be a higher level, but you may also find its Field Variant in the Frostbound Mountains.

Sibelyx Uses
Sibelyx is a great Ice Pal to have if you prefer to use this element against enemies and if there is a chance that Pals are frozen by its attacks, they become easier to capture.
This Ice Pal may have its Partner Skill activated on your command, which causes it to release a powerful Blizzard Spike.
Aside from being useful in battle, Sibelyx can craft medicine, which is sometimes hard to find amongst Pals, and may even be assigned to a ranch to produce High Quality Cloth.
Partner Skill
Sibelyx has the Silk Maker Partner Skill, which allows it to use a powerful Blizzard Spike that can be activated anytime you want. (Has a separate cooldown from the Active Skill)
Silk Maker also causes this Pal to drop High Quality Cloth when you assign it to a Ranch, which eliminates the need to farm wool and craft the material.
Having an unlimited supply of High Quality Cloth is great for crafting some of the better types of armor that you will need as you progress toward the endgame.

Verdict
While Sibelyx may be one of the more difficult Pals to capture, having stronger spheres with you will increase the chances, and depleting its health is necessary.
High Quality Cloth becomes important when you progress as it is needed for making items that you unlock when you reach higher levels.
Sibelyx’s Blizzard Spike is a useful attack to have at your disposal since it can deal a lot of damage and has a good chance of freezing enemies.
