Flambelle is a cute Fire Pal that you may encounter as you progress to more difficult (and hotter) locations in the game.
This Pal is often seen around hot areas but can sometimes be found in cages as it tends to be captured by humans.
When it comes to Fire Pals that do more than just provide fire to structures, Flambelle is one of the best ones you can have around.

Flambelle Uses
Flambelle is known for its ability to produce Flame Organs as other Pals do not usually provide such materials and this makes it stand out.
When fighting along with its owner, Flambelle will utilize Fire Active Skills but also has access to Spirit Flame. (Probably cause it is still a type of fire attack)
When added to a base, Flambelle is capable of doing a lot of tasks and it may even help you out by producing an unlimited supply of Flame Organs when needed.
Partner Skill
Flambelle has the Magma Tears Partner Skill, which is most likely the cause of it being able to produce a seemingly unlimited supply of Flame Organs.
This occurs when Flambelle is assigned to a Ranch that you have built, which will cause this Fire Pal to graze around and drop the material.
Having an endless supply of Flame Organs even for a short amount of time should be enough to provide you with enough to craft the majority if not all of the items that require it.

This Fire Pal is very useful in a base since it can help out with most of the common tasks around and may even provide your structure with fire.

Verdict
Flamebelle is currently one of the rare Pals that produce material at a Ranch based on its element as other element materials cannot be produced at these structures.
This Pal may be summoned in battle to fight alongside its master but you should be careful since it can sometimes be easy to take out if you are facing stronger enemies.
Since Flambelle has the Transporting Work Skill, it will pick up the Flame Organs that it drops and move them to any available nearby storage.
