Woolipop is a Neutral Pal that appears to be a type of sheep covered in Cotton Candy, which is perhaps why it can produce such a yummy treat.
This Pal is known to provide a special food item (Cotton Candy) that can be used to quickly restore the Sanity of Pals.
Aside from providing Cotton Candy, Woolipop can later become a good companion to have during less difficult fights or may stay at your base and work at a Ranch.
Woolipop Location
Woolipop is known to spawn in only one region, which is the southernmost part of the Bamboo Groves to the north of the Sea Breeze Archipelago.
Woolipop Uses
Woolipop can unleash several Neutral Attacks upon your enemies but is mostly kept at a base to work at a Ranch.
This Neutral Pal is the only one in the game that is known to provide Cotton Candy, which is valued by some players due to what it can restore.
Aside from working at a Ranch in your base, Woolipop can be a good companion if you are short on Pals that are needed for your party.
Partner Skill
Woolipop’s Partner Skill is called Candy Pop, which allows this Pal to produce Cotton Candy when it is assigned to a Ranch in your base.
Cotton Candy will drop from Woolipop over time and this may be collected and stored by Pals that have the Transporting Work Suitability Skill.
The best thing about Cotton Candy is that it provides a bit of Nutrition but it also restores a moderate amount of Sanity. (This can be fed to Pals to quickly restore their SAN)
As of the Sakurajima update, Cotton Candy is now an ingredient required to craft the Burden Remedy, which increases your character’s weight capacity.
Work Suitability
Woolipop’s only contribution to a base is to work at a Ranch, where it will provide you with an unlimited supply of Cotton Candy.

Verdict
Woolipop may not be an endgame Pal to have in your party, but they hold their own in most fights during the early to mid-parts of the game.
The best use for this Pal is to make Cotton Candy and you can keep this in a Feeding Box to provide your Pals with a way to quickly regain stamina.
Having multiple Woolipop at a Ranch will increase the amount of Cotton Candy that you get, and it is best to just come back for it later. (Make sure a Pal with Transporting is at your base)
